The Ministry of Agriculture, Fisheries, Water, and Rural Development has requested the Spanish Agrarian Guarantee Fund (FEGA) to extend the deadline for submitting the Single Application for the 2025 campaign and exceptional flexibilization measures in the CAP.
In a letter addressed to the paying agency, the Ministry of Agriculture has explained that the Andalusian government has declared a natural disaster affecting the agricultural productive potential due to the storms that occurred between February and March of 2025, as in many cases, large areas of land are flooded, making agricultural practices impossible.
As detailed in the letter, «in addition to previous weather adversities, farmers are also facing uncertainty regarding the amount of water available for irrigation in the current campaign, as the Hydrographic Confederations have not yet assigned definitive water allocations, complicating the planning of sowing.»
Therefore, the Ministry of Agriculture has requested an extension of the deadline for submitting the Single Application for the 2025 campaign until May 31, as unanimously demanded by the sector; as well as the modification period of the Single Application until June 15.
Crop rotation and direct sowing
Similarly, the regional administration has also requested flexibility in the application of the carbon agriculture and agroecology eco-scheme, that is, crop rotation and direct sowing in cultivated lands described in article 36 of Royal Decree 1048/2022, dated December 27, as these conditions will not be met after the recent rains.
According to the Ministry of Agriculture, this flexibilization can be carried out in application of article 3.2 of Regulation 2116/2021 which states that when a severe natural disaster or meteorological phenomenon seriously affects a clearly defined area, the Member State may consider the entire area as a zone seriously affected by the disaster or phenomenon.
