The Board of Directors approved the decree to create an Andalusian Interdepartmental Humanitarian Aid Commission before an international emergencyAttached to the Ministry of Presidency, Interior, Social Dialogue, and Administrative Simplification and responsible for coordinating and utilizing the resources that the Andalusian Government has in international emergency situations that require urgent humanitarian action, as well as ensuring coordination and collaboration with the central government and other territorial administrations in these situations.
This commission aims to coordinate and provide the resources that Andalusia has in a situation requiring urgent humanitarian actionIt promotes coordination of resources provided by Andalusia with those of the European Union, the State, administrations of other autonomous communities, and local administrations within Andalusia; collaborates with other administrations; submits proposals to the Board of Directors and takes any other action aimed at coordinating in an international emergency situation.
It will serve to coordinate and manage all humanitarian aid that can be provided from Andalusia abroad and will be composed of representatives from councils dealing with civil protection, emergencies, finance, health, international development cooperation, external actions, and others directly affected by the international emergency situation.
The decree takes into account an international emergency situation requiring urgent humanitarian action to respond to the appeal for assistance from the international community or the affected country that would have made an international emergency call, including natural disasters and extraordinary events that result in or may result in victims and/or damage requiring solidarity and a humanitarian response from the international community.
In this regard, it should be noted that in international emergencies, resources mobilized, from civil protection or health personnel to financial assistance, resources in education, or protection of heritage, are numerous and very diverse, including historical and artistic assets. For this reason, and since then, the state has exclusive competence in directing foreign policy and international relations, the existence of an autonomous body that coordinates the resources that Andalusia possesses and makes available to the state in an international emergency situation is essential.
The action of solidarity requires every effort to collaborate both in protecting the physical integrity of the population and its assetsas well as in maintaining or restoring basic and essential services, protecting human rights, and the dignity of those affected by crises.
Andalusia has always responded and shown support and solidarity with human suffering. It did so in Ukraineby supporting so many people suffering from the effects of war. It did so in Turkeyand Syriabringing relief to those who have suffered irreparable damage from earthquakes that have struck both countries. But it also did this within the region of Andalusia, welcoming people who had to leave their entire lives in Ukraine, developing pioneering initiatives with Ukraine through which, among others, public health or education for Ukrainian children arrived in our country.
Therefore, the Andalusian people and the focus of Andalusia have experience in materializing their solidarity and efficiency, both on the ground and within our country, in humanitarian aid. However, the Andalusian government understands that it must go further and be prepared to collaborate under state coordination as quickly and effectively as possible in this humanitarian endeavor, always respecting the competencies of administrations, international standards, and principles established in international humanitarian law and other international regulations applicable to emergency actions.
