The President of the Junta, Juanma Moreno, has emphasized the support being provided in Andalucía to key economic sectors, facilitating and expediting strategic investments and providing all possible facilities to companies, while also highlighting the boost to projects crucial for the region’s present and future.

During his intervention in the question time at the Andalusian Parliament, Moreno stated that the Andalusian Government has implemented a useful and proactive policy over the past six years to support various productive sectors, promoting industries such as manufacturing, mining, aerospace, and renewable energies.

In this context, he mentioned that in the manufacturing sector, the Crece Plan has been launched, which includes incentives of €1.8 billion to support the industry until 2027, along with the first call for €16 million to encourage industry participation in the development of 100% Andalusian «satellite systems» and the Just Transition Fund, endowed with €157 million to promote reindustrialization in Almería, Cádiz, and Córdoba following the closure of thermal power plants.

Regarding renewable energies, he recalled the implementation of the Andalusian Energy Strategy for 2030 with the aim of leading decarbonization in Europe and generating growth and employment.

He also pointed out important projects like green hydrogen, which will mobilize an investment of over €5.3 billion and create more than 16,700 jobs, as well as the biogas project, mainly in Jaén. «There are around fifty biogas installations that would entail an investment of €1.4 billion and the creation of 3,500 jobs.»

Regarding the mining sector, he assured that policies are aimed at enhancing the region’s leadership as a mining region in Europe, as Andalucía accounts for 90% of Spain’s metallic mining production, is the second largest producer of copper in Europe, and boasts valuable mineral resources.

«Our goal is to increase metal production capacity by 20%. We have authorized the operation of major mining projects such as the expansion of the Riotinto mine and the Masa Valverde mine, and the results are evident, as the industry’s turnover increased by an average of 6.9% in Andalusia in 2024, 6.6 points above the national average.»

The Andalusian President noted that since 2019, industrial employment in Andalucía has increased by 35,600 individuals, with significant growth in Almería, Cádiz, and Málaga in 2024.

He also mentioned the aerospace sector and the exports reaching €2.8 billion in 2024, a 34% increase from the previous year.

He highlighted that Andalucía closed last year marking a new historical record in renewable energies for the second consecutive year with the addition of 2,670 new megawatts, a 23% increase from 2023. Additionally, renewable energies now constitute 66% of the electrical power in the region, having grown by 137% over the past six years, with an associated investment of €8.5 billion and the creation of 25,000 jobs in their construction.

Moreno, in one of his interventions in the Plenary of the Parliament.

«In short, we are giving a boost to investment and strategic projects. To that end, we have launched the Accelerator Unit which currently drives 140 projects.»

Moreno emphasized that the Andalusian Government is working to make Andalusian companies bigger and more international, adding that Andalucía closed 2024 breaking records in exports with a figure of €40 billion.

In this regard, he referred to the US tariffs and stated that Andalucía is acting in advance by mobilizing €2.875 million, through aid and financing instruments, for exporting companies affected by these tariffs, €615 million in incentives from the TRADE Agency, and €2.260 million for competitive financing resulting from an agreement signed with banking entities.

A transformation based on serious and planned reforms

On another note, Moreno affirmed that the transformation taking place in Andalucía is based on serious and planned reforms that have created the necessary conditions for growth, including six tax cuts, elimination of bureaucracy, simplification and digitalization, legal security and investment attraction, support for businesses and self-employed individuals, commitment to productive sectors and new strategic engines, and advancement of social policies.

He highlighted that with these tools and thanks to the effort and talent of the Andalusians, positive changes have been achieved, as evidenced by the data. From 2019 to 2024, Andalucía has grown by 6 tenths more than the Spanish average, forecasts indicate that in 2025 it will continue to grow above the national average, and the new companies registered with Social Security in 2024 represent 80% of those created in Spain.

He also emphasized that the Andalusian community is creating more jobs than ever before, with nearly 3.5 million employed individuals, having reduced annual unemployment for 47 consecutive months and surpassing Madrid and Valencia in the number of companies.

Moreno mentioned that public education has 6,800 more teachers than in 2018, who earn 22% more than in 2018, the school dropout rate has decreased by 6.5 points, the health budget has increased by 55%, public health has nearly 28,000 more professionals than in 2018, and health spending per capita has increased by 45.3%.

In conclusion, he affirmed that all indications point to the path of trust, stability, transparency, and proximity undertaken in Andalucía six years ago being the right one, and recent electoral processes and surveys reflect a lack of alignment with past policies. He added that «conquering the future with formulas, lies, and past leadership is very difficult.» «Andalucía is now a community prepared to compete and lead, as well as a community advancing the well-being of Andalusians.»
