The Minister of Justice, Local Administration, and Public Function, José Antonio Nieto, has argued that beyond the incorporation of new technologies into Public Administration and the ongoing reform of organizational structures, «the true key to change in order to make the leap to a 21st-century Administration lies in the people.» Therefore, the body that manages the training of public employees, the Andalusian Institute of Public Administration (IAAP), is working on a Strategic Plan to improve the competencies of the Junta’s personnel for the 2025-2029 period, where digital skills, the application of process engineering, and teamwork will be crucial.
Nieto has closed the Teaching Innovation Conference organized by the IAAP for Human Resources managers, trainers, and training area managers of the Junta. The Minister has emphasized that the Junta is currently facing «the biggest reform of public administration in the democratic history of Andalusia» to modernize organizational structures and work processes, and to incorporate new professional profiles due to the retirement of 50% of its staff in the next decade.
Therefore, the IAAP is designing a Strategic Plan to improve the competencies of the Junta’s personnel «aligned with the modern, agile, efficient, sustainable, and accessible Public Administration that we are promoting, where public servants are a key element».
The Minister has praised the IAAP as «a national benchmark» in the training of public employees, with innovative programs such as communities of practice or mentorships for knowledge transfer between experienced staff and new workers joining the Junta «to retain the talent of those who retire.» In fact, several of its projects have been awarded in the main forums on management and innovation in Public Administration such as the National Congress of Innovation and Public Services (CNIS) or the NovaGob Congress.
During these sessions, the IAAP Training Plan for this year has been presented, offering 553 courses and over 91,000 places for public employees, as well as the new GALATEA platform that facilitates the process of enrolling in training activities and their management. «Every euro invested in training is a euro that multiplies later in the improvement of Andalusia’s services,» Nieto defended, praising that each year the IAAP’s planning becomes more «ambitious.» Likewise, the potential of artificial intelligence in personalized training and the effectiveness of learning has been addressed, also emphasizing the need for ethical use.
Nieto has recalled that the new Public Function Law includes continuous training as a fundamental right and duty of public employees linked to professional development, administrative career, and service improvement. «A civil servant who enters must train to not become obsolete,» he emphasized.
The Minister stressed that the IAAP is the «fundamental pillar» of that training that «innovates and takes care of its talent to contribute to a leading Andalusia,» concluding by encouraging public employees to «step out of their comfort zone, which limits professional and personal growth, and expand their training with the aim of improving citizen service, because we can help, and a lot, to the people.»
