The Junta de Andalucía will face a comprehensive intervention in Martínez Montañés, in the Polígono Sur de Sevilla, with a social project of more than 13 million euros. The Minister of Development, Territorial Articulation and Housing, Rocío Díaz, presented this intervention alongside the Mayor of Seville, José Luis Sanz, and residents and community groups of the neighborhood, where the Junta will focus its actions on the construction of 92 new homes and works of different scope in another 512 public housing units, as well as the provision of sports facilities next to the ‘Vacío Central’ park.
Rocío Díaz stated that this intervention represents «an open door to the future of this neighborhood and its residents,» with «a comprehensive improvement of the public housing park of the Junta de Andalucía in Martínez Montañés,» after months of work between the Ministry of Development, through the Housing and Rehabilitation Agency of Andalusia (AVRA), and the City Council of Seville. «We want to undertake a profound transformation in the neighborhood, leaving behind those demolished or dilapidated blocks, for new buildings that symbolize the change in the neighborhood,» said the Minister of Development, while also calling for the collaboration of entities and residents.
On the other hand, the Mayor of Seville explained that «the objective of the City Council is to improve the quality of life in all neighborhoods of Seville, including the Polígono Sur, so today, together with the Junta de Andalucía, we are responding with actions to the needs of this neighborhood by launching an ambitious project for the integral remodeling of Martínez Montañés, which will allow the urban regeneration of this neighborhood, so that it can advance in social cohesion and look to the future.»
José Luis Sanz also stated that, with this plan, the Carretera de Su Eminencia will be redeveloped, asphalted, and equipped with new sidewalks in those sections that currently do not have them, two new parking areas, a bike lane, and a green strip with new trees running parallel to the road. In addition, the project will create a green corridor that will connect the neighborhood with the Guadaíra Park, new public facilities and services, new streets, as well as the use of the park in the center of the neighborhood. The investment by the City Council of Seville amounts to more than six million euros.
The first phase of the intervention will start in sets one, two, and three of Martínez Montañés. For these actions, the Andalusian Government will allocate close to five million euros: 4,251,685 euros from the Feder Andalusia 2021-2027 Program, through the Andalusian Regional Strategy for Social Cohesion and Inclusion (Eracis), and an additional 600,000 euros from the Junta’s own funds.

Díaz specified that this strategically important operation will first involve the construction of 30 new public housing units in a currently closed building, similar to the reconstruction carried out in a block on Calle El Nombre de la Rosa, which is expected to be tendered after the summer.
Also, next autumn, the Ministry of Development will tender another block of interventions for the rehabilitation of another 80 housing units. These interventions will involve kitchen and bathroom renovations, replacement of water supply, sanitation, and electricity installations, as well as repairs to damaged pavements and tiles, among other construction elements of the houses.
For 2026, the remaining actions in homes from the first phase will be contracted, with improvements in the common areas of another 432 housing units. Specifically, four buildings will undergo facade renovations, slab edges, painting, metal elements, and roof water drainage installations, while repairs to parameters and facade painting will be carried out in 17 other blocks.
In parallel to these actions, an area next to the Martínez Montañés park will be adapted to provide sports facilities, such as football fields, basketball courts, petanque, and fitness equipment for seniors.
Furthermore, the Junta de Andalucía is already laying the groundwork for a second phase in Martínez Montañés, which will begin with the signing, in the coming days, of a collaboration protocol with the City Council. The intervention will focus on sets five and six of the neighborhood and will involve the construction of 62 homes, through the comprehensive intervention of three currently closed blocks, with an estimated investment of more than eight million euros.
The homes that are built will be allocated to families whose homes are in an advanced state of deterioration. These homes were allocated decades ago without meeting the appropriate habitability requirements. To complete this project, the necessary urban modifications will be carried out to transform these degraded buildings into urban spaces with green areas open to the Carretera de su Eminencia, for the enjoyment and coexistence of residents, in accordance with the protocol signed with the City Council of Seville. For this purpose, these four blocks will be demolished once the residents have been relocated.
With this intervention, the Government of Juanma Moreno continues to work to meet the needs of the residents of Polígono Sur. Since 2019, the Andalusian Government has carried out works worth more than 4.7 million euros to promote the transformation of this neighborhood and improve the quality of life of its residents. This investment has resulted in the construction of 16 public housing units on Calle Nombre de la Rosa, with the comprehensive rehabilitation of a building, improvements to 742 housing units through the replacement of the electrical wiring, and the adaptation of the area known as ‘Vacío Central,’ transformed into a green area.
