The Minister of the Presidency, Interior, Social Dialogue, and Administrative Simplification, Antonio Sanz, announced at the Digital Enterprise Show (DES) in Malaga, the tender of a framework agreement for 930 million euros for the contracting of development and evolution services for information systems in the various areas of the Junta de Andalucía. The Minister emphasized that «it is the most important framework agreement in Spain in this area» by launching a competition with companies for contracting in the next two years (extendable for another two) of software, applications, and digital solutions for all Andalusian ministries and public services.
Antonio Sanz, who inaugurated the DES along with the Mayor of Malaga, Francisco de la Torre, the President of the Malaga Provincial Council, Francisco Salado, and the Minister for Digital Transformation and Public Function, Óscar López, and was accompanied during the visit to the Junta’s stand by the Minister of Economy, Finance, and European Funds, Carolina España, defended that the tendered framework agreement will allow «selecting the best companies to guarantee subsequent tenders for this total investment of 930 million euros, making us the Spanish government that allocates the most funds to software in the country«. «We will have a more agile contracting model and we will ensure that technological evolution does not catch us off guard,» he explained.
To facilitate the participation of more companies, including SMEs, the tender is divided into two lots. On the one hand, a first lot with an estimated value of 30 million euros for contracts below 221,000 euros, the SARA threshold (Subject to Harmonized Regulation). And, on the other hand, a second lot, for contracts with an estimated value equal to or greater than that threshold, with an estimated value of 900 million euros.
Interested companies will have to comply with a homologation process for the Framework Agreement, which will require them to self-assess their level of specialization in the different typologies in which the contracts can be classified.
The Minister emphasized that «with this framework agreement, we all win, the citizens, who will be able to interact with the Administration in a simple, more secure, and more effective way; the companies, which are offered the opportunity to access a stable and agile channel of collaboration with the Administration; and, of course, the Public Administration itself, which in this way gives a new impetus to its digitalization agenda and accelerates its process towards a cutting-edge digital administration.»

The Minister wanted to highlight the role of Malaga as «a city that not only looks to the future but builds it every day with determination, talent, and vision, and represents one of the most inspiring examples of economic and technological transformation in Europe in the last decade.»
He also thanked the City Council of Malaga and its Mayor, Francisco de la Torre, and the President of the Malaga Provincial Council, José Francisco Salado, for their unconditional commitment to digital transformation, promoting the strengths of Malaga as an international benchmark in innovation and development. In fact, Malaga is the third Spanish province with the highest demand for tech jobs, according to data from the Employment Map of the Telefónica Foundation.
Antonio Sanz also highlighted that Andalusia has chosen to anticipate and lead the digitalization race. The policies of the Andalusian Government and events like the DES have put it on the radar of technology investors, international companies, and specialized media worldwide because «Andalusia is already at the forefront and is the driving force of digital transformation in our country.»
The Minister explained that the technology sector in Andalusia is going through a period of significant expansion and consolidation in this 2025. All driven by public and private investments, job growth, and a strong commitment to digitalization and innovation.
As stated in the Technological Employment Map of Spain 2025, prepared by the Cotec Foundation, Andalusia exceeds 100,000 jobs in the technology sector, with an annual growth of 6%. Since 2019, it has increased by 0.57% compared to the total Social Security affiliates, making Andalusia the third community with the highest growth after the pandemic, only behind Madrid and Catalonia. In addition, thanks to digitalization, the remuneration of digital work has increased by 56% since 2011.
«We have attracted major companies to our region such as Google, Oracle, or Vodafone, especially to Malaga, which has positioned itself as a digital hub and cybersecurity center in Europe,» highlighted the Minister of the Presidency.
These data are the result of meticulous planning with the goal of being a 100% digital region by 2030. For this purpose, in recent months, the largest free and universal wifi network in Europe, the Vuela Network, has been launched to connect citizens with digital opportunities through the more than 10,500 sites of the Andalusian Administration with an investment of 64 million euros; the project ‘Learn by Flying’ to provide digital literacy training to at least 130,000 people by June 2026 with an investment of over 21 million euros; and the fifth and final phase of the transformation of the Vuela Points, the widest network of Centers in Digital Competences in Europe with an investment of 42.5 million euros, which will modernize the more than 760 centers of this network by 2025.
«We want technology to become the third economic engine of Andalusia, alongside tourism and agriculture, and in fact, it has already been achieved in some provinces, something unthinkable a few years ago,» emphasized Antonio Sanz.
In addition, the ADA promotes the development of a technological companies ecosystem and digital entrepreneurship centers in key technologies in the current world such as AI or cybersecurity, without forgetting the boost in the digital transformation of SMEs or support for entrepreneurs.
For this purpose, and in collaboration with the Industrial Organization School (EOI), 30 million euros have been invested in the launch of ten technological nodes throughout the community. Added to this is the Mission project, with 12 million co-financed with MRR funds, from the Retech program, which is launching four digital entrepreneurship centers specialized in areas where Andalusia is already a benchmark.
But the path to digitalization must be developed in a safe and trustworthy environment. And for this, the Junta has the Andalusia Cybersecurity Center (CIAN) in Malaga, a pioneering center synonymous with cutting-edge technology from where all cybersecurity policies of the Andalusian Government are coordinated.
Furthermore, Artificial Intelligence (AI) has emerged as a key technology for economic development and the creation of new job opportunities. Andalusia has 65 use cases underway in all ministries, with over 36 million euros allocated to their development.
Precisely, the deployment of AI use cases in the Administration will be one of the specific tasks of the new Andalusia Artificial Intelligence Center, which will open its doors in Granada in November with an initial investment of 3.5 million euros.
«As you can see, Andalusia is fulfilling its digitalization agenda in an extremely changing and demanding environment,» concluded the Minister.
