The President of the Andalusian Government, Juanma Moreno, has participated in Seville in the lecture «Financing the localization of the Sustainable Development Goals» within the framework of the IV International Financing Conference on Financing for Development (FfD4), organized by the United Nations, where he has emphasized the importance of strengthening the financing of regional and local entities to provide public services because, as he has stated, without local and regional entities, there is no development.
In this sense, he has emphasized that these entities have a huge capacity to raise awareness among the population and has pointed out that «it is not the same to convey a message to society from a State that is more distant from it, as the capacity that a mayor has to convey a message to the neighbors.»
«Why is it important for a continent like Africa to have the capacity for economic development and political and institutional stability? Beyond the human aspect and the sensitivity to helping others, for us Europeans, it is an element of stability and security that the African continent as a whole prospers, and communities like ours, located just fourteen kilometers from Africa and with direct relationships with it, understand this well.»
Additionally, he has proposed various initiatives to localize the Sustainable Development Goals, including incorporating new agents, not just traditional actors, and also involving the private sector, investing in improving public management, technological capacities, and human resources, channeling international cooperation at a local level by increasing the percentage of aid and financing that directly reaches communities in developing countries, and strengthening the effectiveness of cooperation. He explained that when referring to the «Seville commitment,» it is about reducing fragmentation and increasing impact.

«We need more efficient coordination. It makes no sense to have isolated actions from the global agenda or national frameworks,» he added.
Furthermore, he has emphasized the need to find ways to mitigate and adapt to climate change, which «affects the capacities of economic and social development, as well as our future», and has advocated for policy coherence for development in countries, regions, and partners because he pointed out that «we need a comprehensive approach and commitment from all areas of government.»
Andalusia is a prominent player in international cooperation, and in the last five years, international cooperation for the development of Andalusia has invested in Sustainable Development Goals with interventions in twenty-eight countries that have an impact on the lives of over 5.7 million people, more than 64% of whom are women and girls.
